Update LibertyBans integration to compatibility mode

- Removed API dependency due to JitPack build issues
- Implemented event-based compatibility approach
- LibertyBans will handle mute enforcement directly
- Added proper plugin presence detection
- Simplified chat processing for better compatibility
- Build now succeeds without external API dependencies
