ci(release): commit the mod's Gradle wrapper launch scripts

Root .gitignore's bare 'gradlew'/'gradlew.bat' patterns excluded the
wrapper scripts, so CI had no ./gradlew to run and the release failed in
seconds. Un-ignore the mod wrapper and commit gradlew (exec bit) +
gradlew.bat; the wrapper jar/properties were already tracked.
